About the new library

The new Etobicoke Civic Centre branch (ECC) will be located at 3755 Bloor Street West within the new Etobicoke Civic Centre (formerly the Westwood Theatre Land). The Etobicoke Civic Centre will be a mixed-use building with a community centre, library and municipal offices.

The new ECC library will be named according to TPL's and the City of Toronto's naming policy, including public consultation. The branch will measure approximately 27,211 sq ft. It will have a collection size of up to 100,000 items with zoned areas for adults, children and teens, as well as:

  • a Digital Innovation Hub
  • a studio space
  • an interactive early literacy centre
  • a Youth Hub
  • a dedicated program space
  • flexible spaces for co-working, studying, relaxing and connecting with the community
  • options for study and seating.

The area around the Etobicoke Civic Centre is also earmarked for five blocks of rental housing developments.

Environmental and accessibility standards

This joint use facility will be developed in support of the City's TransformTO's climate action plan to reduce emission from buildings and to achieve a high level of resiliency, the new ECC is targeting Toronto Green Standards. It will also be compliant to the Toronto Accessibility Design Guidelines as a means to extend greater accessibility for all users.

About the Etobicoke Civic Centre's other facilities

In addition to the library, this co-location of approximately 475,000 sq. ft. will offer:

  • a community centre inclusive of both lane and leisure pools, multi-purpose rooms, fitness studios, gymnasium and walking track
  • office space housing Multiple City divisions, agencies and corporations within the office towers
  • two amenity floors featuring a variety of meeting rooms, collaboration spaces, social spaces, multi-faith room and outdoor terrace
  • Community Services including:
    • Civic Counter Strategy
    • Toronto Employment & Social Services
    • Toronto Public Health Clinic including a Dental Clinic and a Breastfeeding Clinic
  • Constituency Offices and Council Chambers
  • an art gallery
  • a Features and Events Plaza
  • a water feature
  • a sacred fire vessel
  • bike share and a café terrace.

Designed by architectural firm Hennig Larsen, in conjunction with Adamson Associate Architects and PMA Landscape Architects, the project is being led by the City with construction managed by Corporate Real Estate Management.

Next steps

Design and approvals are completed. Construction will start in 2024 with a projected completion in 2028.
