Audited Financial Statements
The Board received and approved the audited financial statements for year ending December 31, 1997 for the previous seven municipal library systems.

Voluntary Separation Program for Bargaining Unit Employees
The Board adopted the voluntary separation package for bargaining unit employees as recommended and approved by the City of Toronto Council at its May 1 meeting. Details of the plan will be available through the Human Resources offices in each of the former systems and eligibility for effected staff will be communicated to them when decisions are made about targeted downsizing.

November/December Holiday Closures
Due to the collective agreements still in place in five of the former library systems, it is impossible to standardize holiday closures this November and December across the new TPL. The Board agreed that each of the former systems would follow previous holiday practices for Remembrance Day and Christmas/New Year's. Standardization of holiday closures will be set as an objective for 1999. Staff should check with the appropriate department in each former system for this year's holiday closings.

Service Planning and Evaluation Framework
City Librarian Josephine Bryant updated the Board on the progress of this study. It is designed to assist TPL in the rationalization, harmonization and review of services and branches, for future presentations to City Council. A detailed project management outline will be presented to the Board at its September meeting. The Framework includes the following parts:

  1. Vision Statement
  2. Guiding Principles for developing a service framework
  3. Historical Context of public library development in Toronto
  4. Service Planning and Evaluation of principles and processes
  5. Service Delivery Model including tiers of service, hours and staffing
  6. Application of the Service Delivery Model to the Current Environment
  7. Recommended Process for Implementation of the Model

The following branches will be closed in 1998 (and some into 1999) for renovations:

Leaside (East York)

Bendale (Scarborough)

Parkdale (Toronto)

Bayview (North York)

Jane/Sheppard (North York)

Niagara Trinity (Toronto)

CLA Annual Conference
Vice-chair Maureen Rudzik reported that the 1998 CLA Conference in Victoria B.C. was very successful with over 1200 delegates attending. At the conference Syd Jones, Director of Library Operations for the Toronto Reference Library was inaugurated as the new President of CLA, Frances Schwenger, CEO of the Reference Library received the Canadian Association of Public Libraries award for distinguished public service, and Dr. Rudzik was re-elected vice-president of the Canadian Library Trustees Association. The 1999 CLA conference will be held in Toronto.
