Metro Reference Foundation Named Fundraiser for Library
The Metro Toronto Reference Library Foundation, to be renamed the "Toronto Public Library Foundation", will assume responsibility for fundraising activities for the entire library system as soon as possible. The Development Office will be established under the Foundation's umbrella.

Toronto Public Library Board Composition
The Board received the report from the City of Toronto's CAO recommending the composition of the 15 member Library Board. The recommendation is to have seven members of Council and eight citizen volunteers, including three members from the school boards.

Operating Budget Reductions
The Library Board approved the establishment of gapping targets in each of the former library systems to achieve the targeted reduction in staffing costs. Staff will provide a monthly report to the Board showing the Library's financial position.

Separation Program Approved by Board
The Board adopted the City of Toronto's Separation Program for Executive, Management and Non-Union staff. In anticipation of major budget restraints, the program will offer eligible staff members a separation package. A separation program for bargaining unit employees is under development by the City and will be brought forward at a future date.

Rules of Conducts Appeals Process Approved
The Board approved the procedure for handling appeals under the Rules of Conduct policy. Appeals will be conducted in an open forum, unless intimate personal or financial items may be disclosed. In these exceptional circumstances, the proceedings would be conducted In-Camera.

CUPE 1582 & 1996 Presentation to Board
A presentation was made to the Board by Steven Burdick, President of CUPE Local 1582 on behalf of Locals 1582 and 1996. Mr. Burdick addressed the unions' concerns about the Automatic Release Plan (ARP); the Metro Toronto Reference Library Foundation and the proposed joint Training Committee.

Toronto Reference Library (TRL) Staff Presentation to Board
TRL staff member Dennis Joyes, voiced staff concerns to the Board about the role of the Toronto Reference Library in the amalgamated system. A clear "vision" of the complementary roles of the research and reference libraries and the community branches in the new system was suggested.
