Toronto Public Library Foundation - Update (Verbal)
Richard Boxer, Chair, Toronto Public Library Foundation, summarized the Foundation's activities during the last year and described new projects being undertaken to support the Library. These new projects are:
- Collection Enhancement
- Homework Clubs/Leading to Reading
- Summer Reading Club (Funding has been Secured)
- Home Library Service Van
- VRL - Phase One Completion
- VRL - Gateways
1999 Operating Monitoring Report - May 31, 1999
This report received by the Board indicates that spending is on target.
Gates Library Initiative Ontario
Toronto Public Library has submitted an application for 87 branches under this program that provides for Internet Access PCs in branches serving low-income neighbourhoods.
York Community Council Request for Library Materials Budget Information
In response to York Community Council's March 1999 request, the Board received an update on the Library Materials Budget Allocation Formula, Materials Acquisition for 1999 and Circulation of Print and Videos. It was moved that this document be forwarded to the York Community Council.
City of Toronto - Appointments to Special Purpose Bodies
A standard classification of Special Purpose Bodies, including the Toronto Public Library Board, was adopted by City Council in April, 1999. A document outlining eligibility details for members of these bodies was received by the Board. It was noted that the Public Libraries Act requires that Library Board Members must be residents of the municipality for which the Board is established.
Service Delivery Model Project
Approval was given to extend current circulation services at the Toronto Reference Library to allow customers at that location to place reserves on circulating items from other Toronto Public Library branch collections, and to allow the items to be delivered to, circulated from and returned to the Toronto Reference Library. A status report on the impact of this increased circulation service at the Toronto Reference Library will be prepared for the Board 12 months after implementation.
Service Delivery Model Project- Phase Two
A Reference Group of Board Members was established for the Service Delivery Model Project: Phase Two to receive updates on the project and provide input into the methodology, preliminary findings and implementation plan. The overall objective of phase 2 is to equip the Library with the data and analysis to make informed decisions about the future of the branch network.
Internet Use Policy - Update on Due Diligence Activities
The Board received a report on the Library's due diligence activities related to the provision of Internet service, and approved changes to its Internet Use Policy that link the policy to the rules of conduct and minimize liabilities.
Service Harmonization - Sunday Service
A motion was passed to proceed with the extension of the Sunday season by four Sundays commencing in September 1999 at the Toronto Reference Library and North York Central Library. A deputation on the maintenance of Sunday service at Sanderson Library was presented by Councillor Olivia Chow. Staff were instructed to develop principles for opening Neighbourhood Libraries on Sunday and to report to the Board in September.
Toronto Children's Charter
The Board endorsed the Toronto Children's Charter developed by the Children and Youth Action Committee of the City of Toronto. The Library's support for the Charter recognizes the unique needs of children and the important role that the Library plays in the provision of services to children in the City of Toronto.
Official Mark for Career Bookmarks
Toronto Public Library Board will apply for "Career Bookmarks" as the official mark for the career and employment gateway now being developed for the Virtual Reference Library.
Toronto Public Library Board Real Estate Transactions
The Library currently leases 20 locations that serve as public libraries across the city. A motion was passed requesting that City Council approve a blanket consent that would permit the Toronto Public Library Board to undertake its real estate transactions in accordance of Section 19 of the Public Libraries Act. Staff were asked to develop an asset management plan and to bring it forward to the Board at an appropriate time.
Morningside Neighbourhood Branch Library
Staff were authorized to continue discussions concerning the relocation of Morningside Neighbourhood Branch Library within Morningside Mall.
Revised Board Meeting Schedule
In response to recent changes to the 1999-2000 schedule of meetings for Council, a revised timetable was approved for meetings in September, October, November, December 1999.
