Public Presentation
A deputation was made by Thea Adams, Maureen O'Reilly and Rob Rolfe, of the Toronto Civic Employees Union, Local 416, concerning issues in managing public Internet service.

Toronto Public Library Board Meeting Schedule
In April, Toronto City Council approved a new schedule of meetings for Council, its Standing Committees and Community Councils. As a result, the TPL Board will meet during the third week of each month beginning this fall. The June 21 meeting has been rescheduled for June 14.

Service Delivery Model Project- Report
The Board approved recommendations contained in the Service Delivery Model Project Final Report. Susan Wright, Lead Partner for the Service Delivery Model Project, (Randolph Group Management Consultants Inc.) and Donald Schmitt, (A.J. Diamond, Donald Schmitt and Company) were in attendance. The report recommends that the Library extend its branch planning work, continue with its implementation of the district library tier and its hours of service planning. It also recommends that the Library work with the City to explore City Hall as the preferred location for the Urban Affairs Library. Finally, it proposes a number of roles for the Research and Reference tier and future approaches to community consultation in developing library service.

The recommendations concerning the establishment of a circulation service point at the Toronto Reference Library (TRL), and the revitalization of the ground and basement levels of TRL were held for future discussion.

1999 Operating Budget
The 1999 Operating Budget as approved by the City of Toronto was adopted. The budget provides a net funding level of $97,952,900, representing a gross budget of $109,804,800.

Bulk Building Study (Building Asset Management Inventory)
The firm of Norr Limited Architects & Engineers will be engaged to complete the Bulk Building Study of selected Library buildings as approved in the 1999 Capital Budget, at a cost not to exceed $200,000.

Leaside Neighbourhood Branch Library
The Board reviewed the findings of a feasibility study to determine whether to retrofit or reconstruct Leaside Neighbourhood Library. The option to build a new 9000 square foot library was adopted. This decision will be conveyed to the Budget Committee in May 1999.

Proposed St. Jamestown Branch
A report prepared for the Board provided background information on the proposed St. James Town capital project. Approval was given for the report to be transmitted to the Budget Committee in May 1999. The priority for the St. James Town branch will be determined based on the outcome of the Library Board's branch review and in conjunction with the results of the Parks and Recreation study.
